The above is the median "PER-CAPITA" income.
The below is the median "HOUSEHOLD" income.

The above graphic illustrates that between 1968 and 1998, the income gap has improved only slightly.
Obviously, all of the talk about affirmative action and equal opportunity employment has not significantly altered this income gap.
What can be done?
Are African-Americans being discriminated against?
That's for you to answer.
I would like to provide the following food for thought.
One way to improve black household income and reduce the above income gap is to improve the educational level of African-Americans. It's a proven fact that more blacks than whites drop out of high school. It is a proven fact that more whites graduate from colleges/universities than blacks. Study the graphic below, it clearly illustrates the correlation between education and income. This correlation is consistent across all racial barriers.
In addition to the educational level, effective communication is extremely important. To be successful in America today, a person (black or white) needs to clearly communicate verbally and in writing.
Is there an emphasis placed on education and effective communication in African-American households?
