The Jones & Laughlin Steel Corporation build two libraries:
The B. F. Jones Library was built in Aliquippa, PA.
The Laughlin Library was built across the Ohio River in Ambridge, PA.


April 1998 - Chicago-based USG Corp. will build a $112 million construction wallboard plant on 125 acres of the former Jones & Laughlin Steel/LTV Steel Corp. mill site (200 acres will remain vacant) near West Aliquippa. The plant is expected to be completed by the year 2000 and will employ from 190 to 400 people.

National Gypsum - a USG competitor - broke ground in March 1998 for a $79.1 million construction wallboard plant to be located in Shippingport, PA.

Both plants will use synthetic gypsum, a waste byproduct of power plant pollution control systems.

Aliquippa was chosen because of its proximity to a growing wallboard market in the Northeast and the availability of low-cost transportation (train, truck, and water) for raw materials and finished products.

USG was lured by a package of financial incentives from the state and local governments.
Aliquippa offered $2 million toward construction of the plant through an arrangement that allows the community to exchange federal highway grant money with the state.
The city and the school district agreed to reduced taxes, capping USG's annual payment at no more than $375,000, a savings of about $200,000 a year.
Beaver County offered a $1.2 million Community Development Block Grant along with a 10-year, 100 percent tax abatement on all property improvements, worth an estimated $160,000 a year.
Pennsylvania is developing a "multimillion-dollar" package that includes cash grants, job creation tax credits, enterprise zone tax credits, customized job training and environmental site remediation assistance.

USG is currently running 44 facilities at peak capacity for wallboard and related products in more than two dozen locations.

USG expansion:
Bridgeport, Alabam - new plant similar to the Aliquippa facility - includes a wallboard manufacturing line, a warehouse for distributing USG building products and a production line for joint compound; and,
East Chicago, Indiana - spending $90 million on modernizing its existing wallboard plant.

The Aliquippa facility will have the capacity to produce 700 million square feet of USG's Sheetrock brand wallboard.

The Aliquippa plant will use recycled raw materials, will recycle its own production wastes and discharge nothing into the nearby Ohio River.
